Fu artefice dell'affondamento della nave "Viribus Unitis" per avere ideato e progettato una torpedine semovente guidata da un nuotatore. Mazziniano e simpatizzante socialista, si oppose al Fascismo e ne fu perseguitato, sicché si rifugiò in Francia, da cui fu espulso nel 1939. Morì dimenticato nel 1951.
